It may be a little bit of a slog for those not deeply engaged, but if you feel your attention wandering, do skip ahead and read the last couple paragraphs as his analysis of why Russia’s made this claim—in addition to cocking a snook at the West for taking out his client Slobo Milošević—is interesting.
