The Czar agrees with Puter, who is always right, but would humbly suggest that the US Navy not compensate for lost cargo, as lost cargo is insured. And if the cargo is not insured by the distributor or shipping company, then they will soon learn the value in doing so.
Regarding the rest of the modest proposal, the Czar cheerfully reminds the readers that the United States has some experience in that regard.
