Theoretically, yes.
Yes, the link is an editorial. But the Czar (a sad pessimist) tends to take the side of its author. The Czar might even go further: why repeal it, when the GOP can keep it like a sick pet, and continue to blame every stain on the carpet on it?
It would take a massive visionary—probably beyond the ghost of Ronald Reagan—to order a massive overhaul of the system once it is put into place.
And that is the danger of this plan. It gives too much power to the government, whether it be Democrat or Republican.
