California spends about $60 million annually tracking 7,000 convicted sex offenders with GPS technology. However, even with $60 million, they are running a backlog of approximately 31,000 alerts. These alerts include severed straps (i.e. the device was removed), exclusion zones (i.e. schools, playgrounds), and low battery alerts. GorT is familiar with GPS technologies and the software available to track and alert on movements. $60 million represents a significant amount of waste, fraud or abuse by the state and/or the contractor(s) involved in this solution. While maybe not totally preventable, it is possible that two California teens would be alive today had the state been wiser about the use of the system. I suspect (or hope) that a large part of that funding goes towards employees who need to monitor and check up on the parolees because I know of several open source and commercial products that could meet these requirements and more for much less than $60 million a year.

He is a massive proponent of science, technology, and energy development, and enjoys nothing more than taking the Czar’s more interesting scientific theories, going into the past, publishing them as his own, and then returning to take credit for them. He is the only Gormogon who is capable of doing math. Possessed of incredible strength, he understands the awesome responsibility that follows and only uses it to hurt people.
