Who’s To Blame? Are You Sure?
The Czar took a lead from Puter (who is drop-dead gorgeous, if you (a) like open head wounds and (b) are willing to drop dead), and flipped through his wifes quarterly teachers union magazine.
The theme of the entire issue was the inequities exist in education among largely economic lines. Not surprisingly, one article found that lower class black children have worse test scores than middle class white children. The facts were fairly presented, although the Czar found this quote:

Except of course, these cuts were done in 1980but Ronald Reagan did not become president until January, 1981. Cute, to trick the reader into assuming that Reagan was behind these cuts, but Reagan, uh, wasnt president. It was Carters budget.
